Kentucky Code § KRS 196.703

Inspection powers of commission

The commission or one (1) or more of its members may visit and inspect any state penal institution and may inform and advise the commissioner of the Department of Corrections in regard to the institution's physical or other condition, its discipline, manag ement, and program, and its general adequacy or inadequacy. The commission or a majority of its members shall have full access to the grounds and buildings and to the books and records belonging or relating to the institution, as well as the right to subpo ena witnesses, take proof, or hear testimony under oath relating to the institution.
