Notwithstanding any other provision of law, the cabinet may give such advice and assistance, including financial aid, engineering and technical assistance, within the limi ts of its resources, as it deems advisable, to enable any person to acquire, construct, expand, maintain and operate airports devoted to public use and may establish regulations to insure that such airports shall continue to be devoted to public use under reasonable conditions and for reasonable periods of time.
