Kentucky Code § KRS 173.650

Certification of election results

The results of the election in each county shall be certified by the county election commissioners to the county judge/executive in each county. When more than one (1) county is involved the county judges/executive shall certify the results in their respec tive counties to the county judge/executive of the county having the largest voting population.
