(1) The governing body of a city of the first class wherein there is situated a state educational institution affording instruction and conferring degrees above the high school grade may make an annual appropriation from the general funds of the city, or from funds derived from other sources, for the support of such state educational institution. Such appropriation shall be such sum as in the judgment of the governing body of the city shall, when supplemented by other income of the state educational institution, be reasonably necessary for such purposes; and the funds so appropriated by the governing body of the city may be paid to the treasurer of the university by the director of finance of the city in regular monthly installments. (2) The governing body of su ch city of the first class may additionally set apart or appropriate as a site or sites for buildings and grounds of such state educational institution any public grounds of the city not specially appropriated or dedicated by ordinance to another use.
