The Council on Postsecondary Education, in consultation with the Office of Adult Education and the statewide reading research center established under KRS 164.0207, shall assess the need for technical assistance, training, and other support to assist in the development of adult education and workforce development that support the state strategic agenda and that include a comprehensive coordinated approach to education and training services. The council shall promote the involvement of universities; colleges; technical institutions; elementary and secondary educational agencies; labor, business, and industry representatives; community -based organizations; citizens' groups; and o ther policymakers in the development of the regional strategies.
