Teachers seeking to be certified in the education of blind and visually impaired students shall be required, prior to certification, to demonstrate competence in r eading and writing braille, and in the use of appropriate instructional methods for teaching braille by use of the braille writer, the slate and stylus, and through the use of computer devices commonly used in the elementary and secondary instruction of bl ind students. Any teacher who teaches a blind student braille, or monitors a student's braille usage, shall demonstrate competence in braille. The Education Professional Standards Board shall promulgate administrative regulations to assess such competency which shall be consistent with the guidelines for braille instructors as adopted by the National Library Services for the Blind and Physically Handicapped.
