(1) The business which the state performs shall be conducted at a public meeting of the state board held in compliance with the Open Meetings Act. (2) A writing prepared, owned, used, in the possession of, or retained by the state board of the performance in a n official function shall be made available to the public in compliance with the Open Records Act.
