(1) The Kentucky Law Enforcement Council shall have the power to certify police instructors and to recertify the same. Said certifications shall be done pursuant to regulations issued by the council for the purpose of assuring high quality police instructors in the Commonwealth. Said regulations may include but are not limited to: (a) The level of formal or other training possessed by the instructor; (b) The work-related background of the instructor; (c) The personal background of the instructor with regard to absence of past criminal record; and (d) Other such matters as the council may deem to be necessary to insure high quality police instruction for the Commonwealth. (2) The council shall make no charges for certification as a police instructor.
