The secretary for energy and environment shall be the compact administrator representing the Commonwealth of Kentucky as provided for in Article III of the compact approved by KRS 149.310. The Energy and Environment Cabinet is hereby authorized to do any a nd all things required to make effective the provisions of the compact.
