Kentucky Code § KRS 12.145

Use of certified or registered mail by state agencies -- Methods of delivery for correspondence or notifications

Notwithstanding any other statute to the contrary, an agency of state government shall use certified mail or registered mail only for co rrespondence or notifications that the Finance and Administration Cabinet determines, by promulgation of administrative regulations under KRS Chapter 13A, warrant the proof of receipt that those methods of delivery provide. Upon the approval of the Finance and Administrative Cabinet's administrative regulation, an agency of state government may use any method of governmental, commercial, or electronic delivery for any other correspondence or notification.
