After July 12, 2006, no city, county, charter county, urban -county, consolidated local government, or special district shall issue revenue bonds as provided in this chapt er for any housing project which is located outside the jurisdictional boundaries of the issuing entity without the express written consent of the elected legislative body of the city, county, charter county, urban -county, or consolidated local government in which the housing project will be located.
