The state board of regents is hereby authorized, pursuant to subsection (c) of K.S.A. 76-6a13, to construct a health services building at the university of Kansas. For the purpose of paying all or part of the costs of the construction of such building the board is authorized to issue revenue bonds pursuant to K.S.A. 76-6a12 et seq.
