All colleges or universities in this state which have been organized under the provisions of the act of congress of July 2, 1862, known as the Morrill act, the title of such act being "An act donating public lands to the several states and territories which may provide colleges for the benefit of agriculture and the mechanic arts," shall include in their course of study a course, or courses, in training and tactics in any one or more of the following armed services, to wit, the army, air force, navy, marine corps, coast guard, or any other armed service of the United States. One of such courses may be required of each male student of such university or college during the freshman and sophomore years, in accordance with policies established by the state board of regents.
