(a) There is hereby established, as a separate institution, the youth center at Atchison. The name of the youth center at Atchison is hereby changed to the Atchison juvenile correctional facility. On and after July 1, 1997, any reference in the laws of this state to the youth center at Atchison shall be construed as referring to the Atchison juvenile correctional facility. (b) The commissioner of juvenile justice shall have the management and control of the Atchison juvenile correctional facility.
