(a) The secretary shall administer and allocate funds appropriated under this act for the purpose of providing financial and administrative assistance to transportation systems. (b) The secretary shall determine the eligibility of each applicant. The following criteria shall be used in determining eligibility: (1) Whether the proposal serves the transportation needs of elderly persons, persons with disabilities and the general public of the proposed service area; (2) whether resources for transportation services are utilized in an effective and efficient manner; (3) whether duplicative and inefficient administrative costs and transportation services are avoided. (c) No more than 1% of the funds provided under this act shall be expended for administrative purposes.
