(a) Beginning in fiscal year 2019, the department of administration shall be responsible for procuring and managing audit services for any audit of the financial affairs and transactions of a state agency that is required to comply with federal government audit requirements for receiving federal awards or grants. (b) As used in this section, "state agency" means any state office, officer, department, board, commission, institution, bureau, agency or authority or any division or unit thereof.
