(a) "Institution" has the meaning ascribed thereto by K.S.A. 76-12a01, and amendments thereto. (b) Any entity which provides services which were previously provided by an institution, but which the institution no longer provides due to the institution's closure, scheduled closure or cessation or reduction of operation due to budget reductions, shall receive top priority consideration for any business assistance program administered by the department of commerce for which the entity is eligible. Such priority shall be greater than the priority established in K.S.A. 74-50,133, and amendments thereto. (c) The provisions of this act shall expire 12 months after closure of both Winfield state hospital and Topeka state hospital.
