(a) Except as otherwise provided in this section, it shall be the duty of the parent of each exceptional child to require such child to attend school to receive the special education and related services which are indicated on the child's IEP or to provide for such services privately. (b) The provisions of subsection (a) do not apply to gifted children or to parents of gifted children.
