As used in this act, the following terms shall have the meaning ascribed to them by this section unless the context otherwise requires. (a) "Municipality" means any city , county or township . (b) "Governing body" as applied to a county, means the board of county commissioners; as applied to a city means the governing body of the city ; and as applied to a township means the township board .
