(a) A consent or relinquishment , or document that is the functional equivalent of a Kansas consent or relinquishment, is valid if executed and acknowledged outside of this state or in a foreign country either in accordance with the law of this state or in accordance with the law of the place where executed. (b) If the person signing a consent or relinquishment is in the military service of the United States, the execution of the consent or relinquishment may be acknowledged before a commissioned officer and the signature of the officer shall be verified or acknowledged before a notary public or by such other procedure as is then in effect for such division or branch of the armed forces.
