Regulations or restrictions on sale or use of motor vehicles by state agencies, cities or counties prohibited; exception

(a) No state agency, city or county shall regulate or restrict the use or sale of motor vehicles by the public based on the energy source used to power a motor vehicle, including propulsion or for powering other functions of the motor vehicle.
(b) The restriction in subsection (a) does not affect any policy established by a state agency or a municipality for the purchase of vehicles for use by a state agency or a municipality.
(c) "Municipality" means the same as defined in K.S.A. 75-6102, and amendments thereto.
