A commissioner ofpublic safety appointed when the general assemblyis not in sessionshall serve at the pleasure of the governor, but the term shall expire thirty days after the general assembly next convenes in regular session, unless during such thirty days the commissioner be approved by two-thirds of the members of the senate.
