The department of management may receive and accept donations, grants, gifts, and contributions inthe form of moneys, services, materials, or otherwise, from the United States or any of its agencies, from this state or any of itsagencies, or from any other person, and expend such moneys, services, materials, or other contributions, or issue grants, in carrying out the operations of the department. All federal grants to and the federal receipts of the department are appropriated for the purpose set forth in such federal grants or receipts. The department shall report annually to the general assembly on or before September 1 the donations, grants, gifts, and contributions with a monetary value of one thousand dollars or more that were received during the most recently concluded fiscalyear.
