All laws relating to the issuance of funding or refunding bonds by counties, cities, and school corporations, asthe case may be, not inconsistentwith the provisions hereincontained and to the extent the same may be applicable, shall govern the issuance of the funding and refunding bonds for the purpose herein authorized.
