Any officer or employee of the state or of any subdivision thereof who is directly or indirectly interested inanycontract to furnish anythingof value to the stateorany subdivision thereof where such interest is prohibited by statute commits a serious misdemeanor. This section shall not apply to any contract awarded as a result of open, public and competitive bidding.
