The governor shall cause a journal to be kept in the executive office, in which a record shall be made of each official act as done, except ifin cases of emergency an act isdone away from the office, such entry shall be made as soon thereafter as may be. The governor shall cause a like military record to be kept of the acts done as commander in chief.
