An officerfilling avacancyin an office which isfilled by election of the people shallcontinue tohold until the nextelection at which such vacancycan be filled,as provided in section 69.12, and until a successor is elected and qualified. Appointments to all other offices, made under thischapter, shall continue for the remainder of the term of each office, and until a successor isappointed and qualified.
