A person shall not initiate a proceeding under this chapter to foreclose a deed of trust or mortgage on agricultural property, as defined in section 654A.1, which is subject to chapter 654Aandwhich issubject to a debt of twentythousand dollars or more under the deed oftrust or mortgage unless the person receives a mediation release under section 654A.11, or unless the court determines after notice and hearing that the time delay required for the mediation would cause the person to suffer irreparable harm. Title to land that is agricultural property isnot affected by the failure of any creditor to receive a mediation release, regardless of its validity. Legislativefindings;86Acts,ch1214,§1
