The department may allow access toadoption records held by the department or an agency ifall of the following conditions are met: 1. Theidentity of thebiological parents oftheadopted person isconcealed from theperson gaining access to the records. 2. The person gaining access to the records uses them solely for the purposes of conducting a legitimate medical research project or of treating a patient ina medical facility.
