1. The governor shall appoint, subject to confirmation by the senate, a superintendent of banking. The appointee shall be selected solely with regard to qualification and fitness to discharge the duties of office, and a person shall not be appointed who has not had at least fiveyears’ experience as an executive officer in a bank. The superintendent shall serve at the pleasure of the governor. 2. The superintendent shall receive a salaryset by the governor within a range established by section 8A.461. §165, 168
