The provisions of section 515.12, subsection 5, shall not apply to any company that had organized and was approved by the commissioner of insurance, but which had not completed itsorganization on May 28, 1937. Section 515.12, subsection 5, also shall not apply to any company licensed to issue policies prior to May 28, 1937.
