Notwithstanding any other provision of this title,the commissioner of insurance shall have the authority to adopt such rules related to the sale of lifeinsurance, other than the servicemembers’ group life insurance program under 38 U.S.C. pt. II, ch. 19, subch. III,as may be necessary to protect military personnel located either on a United States military installation or elsewhere in this state and to carry out the provisions of this title.
