If the abstracts from any county are not received at the office of the state commissioner within fifteendays after the day of election, the state commissioner shall send a messenger to the commissioner of such county, who shall furnish the messenger with them, or,if they have been sent, with a copy thereof, and themessenger shall return themto the statecommissioner without delay.
