The right of an association to exist or continue under this chapter may be inquired into by the attorney general, but not otherwise. Iffrom itsbiennial report or otherwise, the secretary ofstate isinformed that itis not functioning as a cooperative, the secretary shall so notify the attorney general who, ifthe attorney general finds reasonable cause so to believe, shall bring action to oust itand wind up itsaffairs.
