1. Except as toprocedural provisions, division Iof 2021 Iowa Acts, ch. 165, does not affect a pending action or proceeding or a right accrued before January 1, 2022, and a pending civil action or proceeding may be completed, and a right accrued may be enforced, as ifdivision Iof 2021 Iowa Acts, ch. 165, had not become effective. 2. Ifa penalty or punishment for violation of a statute or rule is reduced by division I of 2021 Iowa Acts, ch. 165, the penalty, ifnot already imposed, shall be imposed in accordance with division Iof 2021 Iowa Acts, ch. 165. 3. In the event that any provision of this chapter isdeemed to modify, limit, or supersede the federal Electronic Signatures in Global and National Commerce Act, 15 U.S.C. §7001 et seq., the provisions of this chapter shall control to the maximum extent permitted by section 102(a)(2) of that federal Act.
