The hearingshall notbelessthanten daysnor more than thirtydays fromthe date ofthe last publication and where the proposed new pipeline would operate under pressure exceeding one hundred fiftypounds per square inch and exceed five miles in length, shall be held in the county seat of the county located at the midpoint of the proposed line or lines or the county in which the proposed gas storage facilitywould be located.
