The cause shall be tried in the district court by ordinaryproceedings, upon such pleadingas the court may direct, each party having the right to offer such testimony asshall be admissible under the rules of law. Ifthe appellant does not recover a more favorable judgment in the district court than the appellant received in the decision of the board, the appellant shall pay allthe costs of appeal.
