When a district isin the management of trustees as provided in subchapter IIIthe board of trusteesshall have the jurisdiction to adoptthe federal plan as provided herein and to exercise allother powers herein granted except that any levy shallbe made bythe board of supervisors upon certificate of the amount necessary by the trustees as provided in section 468.527.
