The state commissioner shall, at state expense, furnish blank nomination papers, in the form provided in thischapter, toany eligibleelector who desires topetition for thenomination of any candidate, or to any person who intends to be a candidate, for any office for which nomination papers are required to be filed in the state commissioner’s office.
