Revenue bonds and pledge orders are payable both as to principal and interest solely out of the portion of the net revenues of the city utility,combined utilitysystem, city enterprise, or combined city enterprise pledged to their payment and are not a debt of or charge against the city within the meaning of any constitutional or statutory debt limitation provision.
