The petition for the erection and equipment of any such hall or monument shall request the submission of the proposition to a vote of the people and shall: 1. When it is proposed to erect the same at the expense of the county, be signed by ten percent of the registered voters thereof as shown by the election register used in the last preceding general election, or by a majority of the members of the Grand Army of the Republic, the Spanish-American War Veterans Association, Veterans of World War I, the American Legion, Disabled American Veterans of the World War, Veterans of Foreign Wars of the United States, Marine Corps League and American Veterans of World War II (AMVETS) of the county. 2. Whenit is proposed toerect the same atthe expense of a citybesubject to theprovisions of section 362.4. 3. Set forth therein the purpose of the memorial proposed, as outlined in section 37.18.
