Memorial buildings and monuments designed to commemorate the service rendered by soldiers, sailors, and marines of the United States may be erected and equipped at public expense in the manner provided by this chapter by: 1. Any county which has not heretofore made an appropriation for such purpose under any prior law. 2. Any city operating under any form of government.
