The election held pursuant to this chapter shall be conducted by the county commissioner of elections. All expenses incurred in carrying out sections 358.4 and 358.5 of this chapter, togetherwith thecosts ofthe election, as determined by the county commissioner of elections, shall be paid by those who will be benefited by the proposed sanitary district. Ifthe district isnot established, the expenses and costs shall be collected upon the bond or bonds of the petitioners.
