If a plat is filedand recorded in violation of this chapter, a governing body or a proprietor aggrieved by the violation, after filingwritten notice with the proprietors who joined in the acknowledgment of the plat or their successors in interest, may institute a suit in equity in the district court. The court may order the plat annulled except as provided in section 354.21. C91, §409A.20 C93, §354.20
