1. Employees appointed by the manager or subordinates shall be administratively responsible to the manager. 2. The board or its members shall not dictate the appointment or removal of any employee appointed by the manager or any subordinate of the manager. 3. Except for the purpose of inquiry or investigation, the board or itsmembers shall deal with the county employees who are subject to the direction and supervision of the manager solely throughthe manager, and theboard or itsmembers shall not giveorders to anemployee under the manager’s direction or supervision.
