Unless otherwise provided, responsibility for the enforcement of the provisions of this chapter shall be vested in the board of supervisors as to allof the following: 1. Farm lands. 2. Railroad lands. 3. Abandoned cemeteries. 4. State lands and state parks. 5. Primary and secondary roads. 6. Roads, streets, and other lands within cities.
