The department may do all things necessary to carry out the provisions of this chapter and to secure federal grants to make the payments required by this chapter, but the absence of federal aid tomake such payments shall not discharge the obligation to make the payments. The department isauthorized to pay allright-of-way and relocation assistance benefits in the fullamount authorized by federal standards and rules. In order to avoid delays, payment for such benefits made in cooperation with the federal government may be advanced from the primary road fund.
