1. A keep Iowa beautiful fund is created in the office of the treasurer of state. The fund is composed of moneys appropriated or available to and obtained or accepted by the treasurer of state for deposit in the fund. All interest earned on moneys in the fund shall be credited toand remain in the fund. Section 8.33 does not apply to moneys in the fund. 2. Moneys in the fund that are authorized by the department for expenditure are appropriated, and shall be used, to educate and encourage Iowans to take greater responsibility for improving their community environment and enhancing the beauty of the state through litterprevention, improving waste management and recycling efforts, and beautification projects. 3. The department may authorize payment of moneys from the fund upon approval of an application from a private or public organization. The applicant shall submit a plan for litter prevention, improving waste management and recycling efforts, or a beautification project along with itsapplication. The department shall establish standards relating to the type of projects available for assistance. §60; 2011 Acts, ch 34, §78
