Before proceeding with the improvement of any primary road, the department shall cause suitable surveys, plans and specifications for said proposed work to be prepared and filed in itsoffice, and the work shall be done in accordance therewith, except insofar asthe same may be modified to meet unforeseen or better understood conditions, and no such modification shall be deemed an invalidating matter.
