The appearance of any interested party, either in writing or personally, or by authorized agent, before the board of supervisors atanystage of the pendingproceedings fora secondary road assessment district shallbe deemeda full appearance. Only interested parties shallhave the right to appear in such proceedings. All persons so appearing shall state for whom they appear. The clerk of the board shall make definite entry accordingly in the minutes of the board.
